Josh works with startups and established companies on licensing, compliance, and regulatory growth strategies across the U.S. A business-minded attorney, he has spoken on Capitol Hill on legal and policy issues shaping financial services in the cryptocurrency and cannabis industries.

Rubio Teixeira
Founder & CEO, Octus Consulting
Rubio Teixeira is a lawyer and strategic advisor with over eight years of experience in highly regulated industries, including iGaming, fintech, crypto, and payments. He is the Founder and CEO of Octus Consulting, an international consultancy that helps companies enter, operate, and scale in regulated markets through regulatory, compliance, and corporate structuring support.
He holds a Master's degree in Law and Security from NOVA University of Lisbon, with a focus on regulatory risk. He is a regular speaker at international industry events, advising operators, platforms, and investors on licensing, cross-border structuring, and market-entry strategies.
